Functions
- Prepare regular reports for submission to the County Assembly on the execution of the functions of the Board – Section 59 (1) (d)
- Promote in the County Public Service, the values and principles referred in Articles 10 and 232 of the Constitution-Section 59 (1)(e)
- Inspections and investigations
- Evaluate and report to the County Assembly on the extent to which the values and principles referred to in Articles 10 and 232 of the Constitution are complied with in the County Public Service.
- Monitor the exercise of delegated powers – Section 86
2. Finance, Planning General Purpose and Staff Welfare Committee
The Committee will handle matters conferred in Section 57 of the County Government Act:
The Function
- Source funds for the Board Activities
- Propose terms and conditions of service for Board members and secretariat
- Prepare budget estimates
- Accounts and Audit
- Governance
3.The Human Resource Management and Conditions of Service Committee
The Committee will handle matters conferred by Section 59 (1) (a), (b), (g), (h), (i) and (j)
Functions
- Establish and abolish offices in the County Public Service-Section 59 (1) (a)
- Appoint persons to hold or act in offices of the County Public Service – Including in the Boards of cities and urban areas within the County and to confirm appointments – Section 59 (1) (b)
- Facilitate the development of coherent, integrated human resource planning and budgeting for personnel emoluments in Counties – Section 59 (1) (g)
- Advise the County Government on human resource management and development – Section 59 (1) (h)
- Advise County Governments on implementation and monitoring of the national performance management system in counties – Section 59 (1) (i)
- Make recommendations to the Salaries and Remuneration Commission on behalf of the County Government, on the remuneration, pensions and gratuities for county public service employees – Section 59 (i) (j).
4. Disciplinary Control Committee
The Committee will handle the function as conferred in Section 59 (1) (c) of the County Government Act.
Functions
- Exercise disciplinary control over and remove persons holding or acting in those offices as provided for under this part.
